Volcano syndrome. Rebuild the power steering pump. Instant cure. Kit costs
about $15-20, takes about two hours from "open hood" to "wash hands" the
first time you do it. I'm doing them in about 45 minutes lately.

These are "bad bomb" symptoms - if they persist AFTER the pump is fixed,
you'll need a new bomb. It is very possible that the foamed pentosin is not
pressurising the bomb adequately - fix the pump first, then check this again.
