I'm not sure what you mean by technically, but if you run higher tire pressures (or spring rates for that matter) in the rear than the front, you will help REDUCE understeer by increasing the ability to oversteer.

I have been doing this for years at PIR; always putting the worn tires on the back and runnng higher pressure back there.

It really helps to balance out the car.  And in the rain, you can get some pronounced off throttle oversteer.  Fun!
