EPA strikes back?

EPA is considering to mandate SUV to have same emission standard as
passenger trucks -- which means the current pollution from SUVs can be cut
at least 1/2! The laws, if they pass, will go in effect in 2004. Or so the
rumors go...

I couldn't find any of it in EPA's web site.
