It is probably the PNP shift interlock solenoid.

If you start the car, sit inside quietly and listen, you should
be able to hear the solenoid "click" when you touch the brakes.
You can even feel it a bit on the shift handle.

If you don't feel or hear it, that's the culprit. You can do a
quick fix, open up the housing underneath the handle (probably
3 or 4 screws) and pull the solenoid out of the way. That will
let you drive the car somewhere.
