Given that you've had a rebuild, the hoses are probably attached
incorrectly.
On early MBs, the small hose from the bottom of the wastegate frequency
valve goes to the unthrottled air feed next to the ISV on the back of
the manifold. The ECU hose (which rapidly turns into green/yellow
plastic) and the rear differential lock hose go to two adjacent spigots
on the top of the manifold.
On later cars, the wastegate frequency valve take-off next to the ISV is
plugged and the WGFV feed comes off a T-piece in the rear differential
lock line.
I would expect you to have 2221 problems if the ECU line was plugged in
next to the ISV (it wouldn't see the throttle) or if it were plugged
into a T-piece with the rear differential feed. The ECU has to have a
hose all to itself from the top of the manifold.
There should be a diagram ("Unterdruckanschluesse") fixed to the
underside of the bonnet.
