Recent legislation in Ontario: If a suspended driver gets stopped, the car
he is driving is impounded.
Ownership is not an issue. They have a 1-900  # ($2.50) to check licence
validity.
We are our brothers keepers, it seems.

Something similar in NYC, as I recall seeing recently. Except the cars are
sold, (!) not sure what's done in Ontario.
