Just to chime in here...
I have never been a member of the SCCA, but have found a "local" rally 
e-mail list for the UP of Michigan. The local SCCA chapter seems to
communicate over this list about anything significant event wise.
Recently they announced a small TSD which I took the Ur-q to, and had
a great time going off course and fouling up the times.
Yes, it was a couple of extra bucks for non-members, but not really
significant when that was probably my only SCCA event for the year.
If there is a local e-mail list for your region, I would recommend it
as a good info source.
