It should be noted that the police are of little help in hit-and-run cases.
Basically, if there isn't an injury involved they usually tell the victim that
unless they can get the hiter to admit to their actions there is no legal
recourse open to them.  Even finding corresponding damage on another
individual's car is only considered circumstantial evidence, and the 
police won't act on it.  The only other way to 'get them' would be if you
had a witness to the crime who could testify with utter certainty that
the individual you are fingering is in fact the person who hit your car.

However, from personal experience, most people aren't really aware of
this, and they will admit to what they did (albeit without admitting to 
realizing that they had done it) if you threaten them with legal 
proceedings.
