I think the issue here is the same as head bolts.  You can re-use them
once - but how do you know if the ones you take out have _already_
been re-used once or not?  There's no obvious way to tell apart from
paperwork, and we all know how reliable dealership paperwork is.

I don't think there's any harm, personally, in re-using the caliper
retaining bolt once, especially if a dab of Loktite is added.  But
what about twice?  Three times?  Four times?  You can get through a
lot of pads in the life of a car.

So the mandatory 'replace' approach solves this problem - the benefit
is not that you avoid some instant disaster, but that you always know
where you are.
