Eric,
I reglued the headliner >twice< using the 3M trim adhesive.

The problem is that both surfaces have crumbly rotted foam still adhering
to them.  So it doesn't matter how good the adhesive is if it's not sprayed
on an intact surface.
The first time I thought I'd solved the problem, but within a couple of
months it was sagging again.  
The second time I used an alcohol soaked rag to brush off the crumbling old
foam residue.  This was a real PITA messy job.
Then I reglued it with the 3M.  The end result looks OK, but certainly not
as good as new.
It's been a couple of months now and looks like it will stay put.  I
hesitate to claim victory yet.  I'll see how it's holding up six months
from now.
