Warm-Up Valve

Fellow listers,
I have an 84 5K turbo that runs very rich alda time.
Checking the warm-up valve and noted the 2 vacuum
ports, one on top and another on bottom.
Neither appear to hold a vacuum very well. 
Is the valve bad or is it a controlled leak?
