I wouldn't discount timing belt. Have you had that done recently.
Either way, if its a tooth off it can do that. When I replaced it on my
4kq I had it (advanced???) a tooth and that made it VERY torquey down low
(like at 3,000 RPM on the Freeway and also real low like 1,800 RPM
crawling over a snow bank. BUt come summer, I wanted speed. I suspected
it was off and a quick check showed that it was. SO, Guess what, Off
comes the belt and moved one tooth. Now it pulls strong all the way to
Redline. Go one Tooth the other way and you get less lowend torque but it
pulls REAL strong up hight if the motor is breathing well.
Anyhow, just my thoughts on the matter. Its not hard to check.
Just check with a screwdriver, etc (carefully) that motor is at Top Dead
Center by going through Spark Plug Hole and then check to make sure index
mark of Cam Pulley is in proper location. (Should be even with head) I
mistakenly made it even with the top of the Valve Cover and not the Top of
the head. Oops. Thats why it was one tooth off. :-)
