The very *first* thing to check on a car (CIS at least) with cold starting
problems is the temperature sensor. If it has failed to high resistance, the
car will run *very rich* and destroy the catalytic converter. (BTDT) The
sensor is on the bottom of the Al manifold to which the top radiator hose
attaches on the cylinder head. With the engine cold you are probably OK with
around 2K ohms resistance (don't have the book here at the office). If that
is OK then check the rest of the fuel system.
You may also want to check fuse #10(?). This is the one that looks like it
should be a spare. I'm betting on the temp sensor though.

I have also had these fail continuity (no resistance) causing an extreme
lean condition making the car almost impossible to start.

I've got a problem with a 87 4000csq. When it is cool outside and the
engine is cold it refuses to go over 1700 rpm when driving away. It
accelerates up until it hits 1700 and cuts back like I've removed my foot
from the accelerator.
