more likely, bad oxygen sensor I think. if the voltage was low *and* the
duty cycle was pegged by the ecu (trying to compensate for leanness) I'd
buy the lean theory but the OXS voltage is not even being accepted by
the ecu - it's running a fixed 50% DC.  Maybe not only is the OXS bad
(or the system too lean...) but also perhaps the OXS signal isn't even
getting to the ecu...

all things to check I suppose.
