IMO, passing on the right is fine, when safe. The only reason it wouldn't be
is if someone changed lanes into the right lane without looking first.
I always get out of the way of speeding drivers, by changing to the right lane,
but you can't count on everyone doing it. Somehow, I think German
drivers are pretty good about getting out of the way.
IME, if you don't change lanes to get out of their way early enough, they will
change lanes and put you back in their path. Sometimes it's better to sit
tight until they approach, so you can determine what they are going to do.
If the lane to my left is slowing down and it's not affecting my lane's flow,
I'm not doing to slow down to their speed unless I think they might pull out in
front of me. Good drivers shouldn't, and I think drivers around here anyway
know enough not to do that.
I'm not in favor of laws that restrict everyone's freedom due to the actions of
a few.
