First of all, slower traffic keep right. (Even if your "fast" traffic IMO)
So if the lane(s) to the right are clear one ought to get over no matter who
is or isn't behind you. In some states it's a law others it isn't
unfortunately.
Here's another passing on the right problem on two lane roads (here in
Indianapolis for example.) I've been following people who all the sudden
swerve to the right (pavement or not) to get around somebody wanting to turn
left. Talk about being left high and dry. If you don't leave enough gap,
you and the guy turning left are history. It's legal to do this in Indiana
BTW. It's also legal to use your turn signal before pulling this stunt, but
I don't see any of that being done.
Laws are laws, but I prefer to think of it as proper technique. Anything
worth doing is worth doing well. Too much sloppy driving around, especially
by people who think they're good drivers.

If somebody mentions STOP signs, I'm going to bonkers!
