Yes, it is good to stay to the right.  If I recall from traffic school <ahem>, 
you are more likely to get pulled over from the far left lane (second most 
likely is the far right lane, btw).

Note that there could be a reason to want to avoid the rightmost lane if there 
is no traffic to consider.  Sometimes the pavement is bad due to 
tractor-trailers weight making the surface uneven.  This is not conducive to 
higher speed driving.  Doesn't make it right or safe, just that there could be 
a reason.
