I certainly appreciate your intentions, but....
Method A (the post card) may just very well push a shaky marriage over the
edge...since you can't possibly know the results of this action, it seems a
little irresponsible to my eye. Does the punishment fit the crime?

Method B (fraudulant cancellation) I'll bet is against the law, and might
put an uninsured motorist on the road. I say "might" because the insurance
isn't really cancelled by the policy holder, so...I dunno, maybe they'd
follow it up with a phone call?
I'm sure the state of Florida take a dim view of "public nuisance", also, or
what ever it would be. I'm sure there is a legal beagle on the list who
could tell us.

I believe Method C (call the professionals) is the best solution. Let them,
heck, _help them_ do their job, by reporting bonehead drivers. You'll know
the consequences...even if it is just a uniform showing up at their house,
they'll think twice next time.
A post card will NOT improve their driving, nor will cancellation of their
insurance.
