More likely a dirty motor contact.  In order to get both vertical and
horizontal adjustment, the motor has a solenoid attached (built in) 
Sometimes this gets corroded and gunked up.  Remove the mirror glass and
spray the snot out of it with WD-40.  Check for power at the wires while
you're in there.

This is a good idea even if it's not the problem.
