The other drain plug it to make sure that the center diff housing is
drained.Since the housing is connected from the inside and only slight
hump in casting causes the necessity for a second drain plug it is
possible to fill the transmission and the center diff with one hole.

Picture two tanks on the same level and same capacity connected 1/4 of
way up with a pipe.
To drain them you need to do them separately. to fill them half way you
can fill one and the other will just fill itself through the connection
1/4 of the way up.
Would not work though if the connection was 3/4 of the way up.
