FAILED EMMISONS...PLEASE HELP

Hey guys...today (for the fourth time) I failed my emmissions test on my NYS 
Inspection.  I don't know what to do...this is really stressing me out and I 
need help.  I have a 1991 Audi 100 with about 119,000K.  A few weeks ago the 
emmissions test readings were as follows:

HC- 1.37 gpm (test limit-1.20)
CO- 10.41 gpm (test limit-20.00)
NOx 10.70 gpm (test limit-5.00)

Today, the readings are as follows (note that I put denatured alcohol into a 
1/4 tank of gas upon having the car tested as to lower emmissons)

HC- 0.84 gpm (test limit-1.20)
CO- 11.97 gpm (test limit- 20.00)
NOx - 7.96 gpm (test limit- 2.50)
 
How would you guys interpret these results and what should I do in order to 
solve this problem.  Please help me; I am really in need.
