OBD2 and Euro 3 Emmisions standards

In a recent Auto Motor und Sport, there is the standards for Euro 3
norms, and they require OBD2 as prt of the deal. All new models by model
year 2000, and all other cars by MY 2001.
I suppose that is how we are going to get all of the cool new cars (S4,
S6, S8)
since the motors will have all the same hardware in Europe as in
America.
The Euro 321 PS M3 will be here shortly.
Come on Audi! S8+ Twin Turbo (I can only drool on this one)
Does that also mean that the likes of Peugeot/Citroen, and Fiat Group
will make there way to our shores once more?
As the safety norms are harmonizing, this could be a conclusion.
