You're outside of the EU, so you don't benefit from the only good bit
of the Treaty of Rome - Articles 64 & 65.
Basically these prevent subdivision of the European market. They mean
that terms and conditions offered in any country _MUST_, on demand, be
offered in the others. Thus I know that VAG (UK) has no choice but to
sell me their service tools, provided I know where and whom to ask.
For North America, it will be different. I am assured that all importers
are required to have a function that will make service tools available
to anyone who asks. Tough, I know, but there is almost certainly a
clerk at AoA who is tasked with this - your challenge for today is to
discover his/her name and establish contact.
Of course, one might consider this a task to be undertaken by the QCUSA.
The timescales of such an endeavour are unlikely to encompass 'next
weeken', though.
