Because the the clamping force for maximal braking is so close to that
required to initiate lockup that you might as well regard them as the
same.  Once you get to maximal braking, it takes a little _MORE_ to
induce lockup.  Therefore, if you can lock them up, you have enough
clamping force for what you do want.

Yes, once you do lock them up, you get less braking, but that is
_AFTER_ you lock them up.
