Torque equals moment of inertia times rotational acceleration.  (Plus
friction)  It is the rotational counterpart of force equals mass times
acceleration.  So, in the corner where spiders may or may not bite,
depending on their mood, and whether you are in the US or not, if you aren't
accelerating, you aren't generating more torque than needed to overcome
friction.
