You need both brackets if you want to bolt it to the seat.  The 4A0 860 290
or 896 860 290A brackets are essentially adapters and bolt on to the seat.
They have a couple of studs which the 443 860 293 Fire extinguisher bracket
attaches to.  The extinguisher bracket is just a cradle for the bottle with
a quick release strap on it and it has 2 holes on one side.  If you
fashioned your own adapter you could attach the extinguisher bracket
elsewhere in the car I suppose but at that point you might as well just use
whatever bracket comes with the extinguisher you buy, assuming it is strong
enough.
