Pat,
Do you have the cigarette lighter installed in the rear? Has anyone been
using it lately?
Recently I encountered fuse #4 blowing while I tried to re-establish the
function of the rear-seat cigarette lighter (rear center console). Once I
reconnected the lighter's power (it was disabled by the PO) I discovered
that there was a short circuit in the lighter(which appears improbable, but
it did indeed blow that fuse.)
So, check out that rear cigarette lighter if fuse #4 keeps blowing. You can
test the lighter for a short without any disassembly. BTW, this short was
in the fixed part of the lighter and does not require the presence of the
removable hot-filament part, although I suspect the short originally might
have been caused by a child's foot (or other object) holding in the cig.

To disconnect the lighter you first need to carefully pry off the faceplate
on the rear of the center console. This exposes two screws which retain the
lighter unit. It is possible to rotate the power connector so that you
maintain power to the lightbulb (if you desire) while disabling the
cigarette lighter.
