Sounds like as nice hard short. It shouldn't be too hard to find.
Does the fuse blow as soon as the ignition switch is switched
on? Can you manage to switch the AC control to Off or does
the fuse blow too quickly? If you have an accurate volt/ohm
meter, measure resistance from load side of fuse to ground
with the fuse out. (The load side is the one with no voltage
when the fuse is pulled.) It will probably be less than 3 ohms.
Thn start disconnecting stuff from the circuit and look for the
short to go away.

Don't overlook the blower motor control unit. Also, the trunk
light wiring harness is always a good bet. The wire insulation frays
where it is routed through the trunk hinge structure.
