I would say I am 95% sure it's NOT your turbo.  Comming off turbo when
accelerating hard and then getting back on it does some weird stuff.  And,
the 1.2 bar max isn't that unusual for older Audi turbos.  Can be a number
of things.  Check out Scott Mockry's site.  Go through the list.

BTW, My '89 200 is also only producing 1.2 bar or boost.  I am going to be
checking out everything Scott says could be the culprit when I have more
time.

Check it out.  Chances are, it is one of these that is causing your
problems.  BTW, oil in you IC to TB hose is not unusual.  It's actually
perfectly normal.
