New rubber bits collapsing...?

In the process of puting CIS-E on my car, one of the new parts I
acquired was the 4-way hose that goes primarily from the intake manifold
to the ISV (or vice versa really).

So I'm outside with two meters trying to get the actuator current and
ISV duty cycle set just right, wondering why the current doesn't want to
obey my tiny turns of the 3 mm screw appropriately, the way it did a day
ago. Then I notice that the new hose is sucked flat at idle! I can
understand an old, oil soaked one being soft and doing this but a fresh
one?

I guess it has to come off and I'll find a spring around here somewhere
to support it.

Anyone else observe anything like this?
