what did you do to piss off the cop?  many states have laws that prohibit
any device from being attached to your licence plate.  from light-up plate
rings to clear plastic covers.  however most cops don't ever enforce it.
(at least here in CT).  BTW,  here in ct the fine is $78 and you have to go
to the DMV so that they can inspect that the device has been removed by a
certain number of days from the issuance of the citation.  (usually 10
days).
