If this thing has a copyright notice on it, and you can bet it does, copying
and distributing it to others either for free or for a fee is illegal.  It
is true that the copyright holder may or may not be bothered to go after you
for violations.  But you cannot know their situation and what is driving
them.  Speculating on the copyright holder's motives in order to determine
whether they will bother with any violation is mental masturbation.  It is
true that people violate copyrights all the time.  It is a major problem
with intellectual property.  But when they violate, like any other crime,
they usually do not go on blabbing about it in public.
