This sounds alot like the cold start problem I have been wrestling with for
a while. As usual, there were a multitude of maladies contributing to the
symptoms. Many were fuel pressure related. When all fuel issues were
resolved, my car had symptoms very much like the ones you describe. Idle at
1200 with CSV assistance (my conjecture) down to 600 - up to 1200+ and so
forth. I think it is vacuum related. When I tightened down my valve cover,
the symptom abated almost completely. Now the only funkiness I get is a
sporadic surge upon cold start and a 2000 RPM appearance every now & then
when the A/C is on. Still think there is one more vacuum problem lingering.
