Just went through this a couple weeks ago on a friends car.  I took a
metal washer with the right hole size and OD, put it all back together
and used the washer (which is bigger than the foam piece) as the keeper
to keep it all on. Then I used a circlip thing around the stud to keep
the washer on. I should never have to mess with it again!
