That's correct, you have two options:
1. See if your screen driver can do scrolling by setting a desktop size
larger than your maximum monitor resolution. This feature is also known
as 'virtual desktop' or panning. This option will show up in the
Display Properties dialog, but only if your driver allows it.
2. By a video card and monitor combination that can do 1280x1024 resolution
directly. Many modern components can do it.
