4kq doesn't like to rev

My 87 4kq doesn't like to rev much above 4000 rpm. Around 4200 in any gear 
it will really stop pulling, and will continue to rev only with a lot of 
encouragement.  I rarely rev it this high, but sometimes it's nice to be 
able to get going. Below 4k rpm it's totally happy.

I thought it may have been a clogged cat, but I just had it out and it 
looks great. Interestingly, the car is happy to rev well above 5500 when 
it's in neutral.

Any ideas? Fuel restriction?
