It's the injector cooling fan and ducting.  When the temperature in
the vicinity of the fuel injectors reach a certain degree (regulated
by a thermoswitch), the fan turns on to blow air at the injectors
to cool them off.  This is to prevent vapor lock from occurring, creating
difficult hot starts.
