Climate control, 87 5KQ

Good morning! I've got an 87 5KQ in the shop for a climate control
problem. Vents don't work properly, and following the troubleshooting
flow chart in the Bentley results in the replacement of the programmer.
Replacing the unit proved futile. No codes, everything works fine except
the flaps controlling the output of the air. You can move them by hand,
so they're not stuck. Any suggestions? BTDTs?
