not an expert, but I seem to recall it is the carbon cannister solenoid
switch (small drum like device on top of air boot) that connects to
the carbon cannister on other side of engine bay. makes a continuous 
clicking noise. little idea what it does though but willing to be enlightened.

some have conjectured that this continuous clicking is not normal, although 
a mechanic i took my car to said it was (not totally convinced though).
