    Not likely. VASCAR is a speed averaging computer. In order to be 
certified for it's use you'd have to go through some serious testing. Years 
ago when it first came out the requirement was that you had to be able to 
measure speed and be within 0.1 m/h of the known speed of the vehicle. (My 
father was certified under those conditions.)
    But, based on the name (and the reluctance of Igor's cop to try to make 
it stick) I'd speculate that it's a derivative of radar. A new one that is in 
the test stage. They're probably evaluating it for accuracy and "consumer 
response".  ;-)
    I'll still trying to catch up with some of my THP buddies to find out if 
they've heard of it.
