I recently did the WP/TB thing, using a very slightly used water pump. 
it is a little noisy (swapped PS pumps to no avail, then used
stethoscope to verify source of noise), but I wouldn;t describe it as a
warble.  More of a light grinding....

I suspect a vacuum leak (original poster mentioned whistling as well?)
but I'm really just guessing.
