I think its there for full throttle actually, but I'm not the engineer, 
so I don't know for sure.

I removed it on my old 5KCSTQ, but I couldn't really tell if it made any 
difference.

The throttle-body is huge already.  I really don't think you need it any 
larger unless you're making over 400 hp.
