We've had this system for just over a year in Holland, and I really think
it's less opportunistic than the standard speed cameras. They check your
speed over a given trajectory, so you can correct your overall speed by
going slower for a bit once you notice you've inadvertently gone over the
limit. I always thought it stupid that you're punished for an instant of
inattention for your speedo (no cruise control on most cars here, hardly
any use for it) when you're busy watching traffic (which is what you should
be doing in the first place).
IMO this method reeks less of simple revenue enhancement than the standard
Gatsos.
