Girling rear disc problem.

Hi all,
I have been working on replacing the pads and rotors and parking brake cables 
on my 87 5ktq. Everything seems to be going smoothly since my year old wheel 
bearings being crapped out which I posted last week. This weeks problem is on 
the left rear caliper (Girling) the parking brake lever was frozen. I lubed 
it and worked it and penetrating oiled it and worked it ... you get the idea. 
Now it will move but it returns to the stop verrrrrrry slowwwwwly. Three 
questions. First, is there any other way of loosening the lever? Second, how 
does the lever actuate the brake or more to the point will applying the 
brakes push the lever back onto the stop? Third, failing one or two, should I 
get a rebuilt caliper?
