I think so Chris.  Both mine have electonic speedos.  My '86 5ks is
mechanical though.

Not yet.

Both the '86 and the '88 are doing this.  Before the tsb was
posted/discussed, I had taken the '86 IP out to chase this gremlin.
I could find nothing (of course I did not know what to look for)
and upon reassembly everything was fine for a long time.

Recently it started dropping to zero once in a while.  An "inertial
training pulse" --applied to the side of the cluster --always
brings it back.  It happens so infrequently that I haven't dug back
in.  At the time I concluded it was probably just dirty contacts in
the connectors and began my search for inexpensive Deoxit.

Now I've seen the tsb, and the '88 wavers quite often and drops to
zero on occasion.  A good knock usually brings it back, but I'm
pretty sure that when I get in there I'll find some cracked traces
or unsoldered joints as per that description.  I probably won't
start until I find that Deoxit and a couple of those "hens teeth"
osram bulbs --may as well skin all the cats at once!
