So try jumping 12v and G directly to the H4 and H1 pins to make sure the
bulbs work right.  Then work backwards, adding one stage of the circuit
at a time.

Alternatively, work the other way, check the headlight socket output
first, etc.

But I would start with the bulbs, make sure they work right first.
