No, that's the cam pulley locking tool.  You don't _need_ it, because
you can bend the backing plate to get the water pump out.  It's nicer
to have it so you can get the water pump out without bending the plate.

#3034 is a nice-to-have - it pulls out the idler roller which is
essentially a press fit retained by a small bolt.  Many (including me)
have used two large pry bars^W^Wscrewdrivers.
