Yes.

The A/C, I guess, and the after-run, I think. The high speed is controlled
by the temp switch in the rad.

Also correct. The relay can be disabled. Check the archives, as I've not
relayed mine yet...but will soon, using one of the available kits, probably
the Jacobs one.
