makes sense.  at first you cut off the air, so it is rich.  then the
system reacts (was this a cis-e car?) via the potentiometer or idle
switch and cuts fuel, reverses actuator current, leans it out until it
hits idle rpms again.

this should only happen whent he WOT switch is "on", ie last 1/3 or so
of throttle rotation.  look at it under the hood, compare to accel pedal
position to see when it should happen.

right way round...
