C4 seat belt dash light, etc

Hi All,

I come before the List Gods with a stupid electrical malfunction, that's
most likely easy to fix.  Looking for any BTDTs before I really dig into
this...

The car is a 92 S4.  Problem is two things, I believe to be related (gut
feeling?).
 
1). The red seat belt dash light comes on at startup with other idiot
bulbs, but then remains on.

2). If I don't have the driver's seat belt buckled, then the "door
open" chime stays on, regardless of car stopped or moving. It's like the
car wants me to have my belt on.  She DOES have a soul...

The above two have been intermittently expressed, but now both seem to be
here for good.  Hence my attention to this.  Any one seen this?  Maybe on
a 92 forward 100?
